That means you can Paired Shots/Double Slice, Reload. The problem of reloading is that it essentially takes 2 actions to reload your weapons, one for each weapon. There are two problems a hand xbow build needs to solve: Damage, and Reloading. Alternatively you need to be playing with Automatic Bonus Progression. So if you want to do a dual handcrossbow build, you basically need Free Archetype - without Free Archetype, you find yourself too feat starved to be able to pull this off. But if you're using repeating crossbows you also won't get the benefit of, which will tank your damage too. I think the only way you can really make this work is as a gunslinger with repeating hand crossbows and hope the combat doesn't go past 5 rounds. Your first two turns would probably be pretty decent (Paired Shot, Reload next turn: Reload, Paired Shot) but on the third turn you'll be starting with empty weapons and that's going to be basically a wasted turn. I'd say it's usable if you really want it to be, but far from worth it.
